The Youth Leadership Foundation (YLF) was founded in 1997 in order to serve disadvantaged youth from Washington’s inner city by

boosting academic performance while developing their character. YLF operates two supplemental educational programs for Washington area minority students, the Tenley Achievement Program (TAP) for boys, and the Program for Academic and Leadership Skills (PALS) for girls. Both programs originally started as inner city outreach programs of the Tenley Study Center, a professional men’s service and mentoring organization, and its sister organization, the Van Ness Study Center.

YLF was founded by Catholic lay men and women inspired by teachings of St. Josemaria Escriva.
YLF's programs are open to students and volunteers of all ethnic, cultural, racial and religious backgrounds.
